National Incident Management System (NIMS)

 
 

The requirements set forth by the State Civil Defense (SCD) related to US Homeland Security and State of Hawaii compliance with Homeland Security Presidential Directive 5, "Management of Domestic Incidents," requiring that states and local jurisdictions adopt the National Incident Management System (NIMS). As part of the University of Hawai'i System, Windward Community College is mandated to comply with specific performance-based metrics as prescribed in the NIMS 2009 Compliance Objectives.

The adoption of NIMS would better prepare Windward Community College to respond to all types of incidents that may occur on campus, as well as strengthen our ability to recover from an incident. Many institutions across the nation have already adopted the NIMS protocol and have shown dramatic improvement in their emergency preparedness and response efforts. Windward Community College has identified key personnel for training and compliance with the SCD directive. People who are in either a "critical role" or a "leadership role" in crises management have been named a member of the WCC Crises Management Team and are required to complete the appropriate training for your particular role. The majority of the training classes can be done online and at your own pace (http://training.fema.gov/IS/NIMS.asp). Other classes require a certified instructor to administer the course.

Those with a general role should take 2 online training sessions, each of which are approximately 3 hours.

Those with a critical role must take 4 online training sessions, each of which are approximately 3 hours.

Those with a leadership role must take the 4 online training sessions and also take:

  • I-300 Intermediate ICS for Expanding Incidents (approximately 24 hours of instructor administered training).
  • I-400 Advanced Incident Command (approximately 16 hours of instructor administered training).

The instructor administered trainings occur only once a year. In order to take either of the two instructor administered trainings, you must have completed all 4 online trainings. The guidelines state that the Chancellor, Vice Chancellor for Administrative Services, Business Office Supervisor, Public Information Officer, Security Supervisor, and any other people that have been named members of the Crisis Management Team have a leadership role in emergency/crisis management. Also, the Vice Chancellor for Academic Affairs, Campus Deans and Directors, and security staff have a critical role in crisis management. Additionally, faculty, APT staff, Clerical staff, and facilities personnel have a general role in crisis management.

The main goal is to ensure that our "Crisis Management Team" begins to take the required training for emergency response.
